Job Description:

CSRA is bidding a program to support Department of State (DOS) Biometric Identification and Interoperability System (Digitus). The team provides subject matter experts in the areas of systems engineering, test and evaluation, cost estimating, logistics and sustainment, environmental engineering, real estate planning, and facilities planning and engineering. The team helps DoS and Government of Mexico (GOM) assesses the equipment and technology and improves interoperability and enhances biometrics and other innovations to keep the border safe and secure.

Currently, we are seeking an Program Manager in Mexico City, Mexico . The selected candidate must currently hold or be able to obtain a Moderate Risk Public Trust (MRPT) clearance, per contract requirements.

So what is required of an Program Manager on a day to day basis? There are quite a myriad of tasks and responsibilities, such as:

  • Interagency Language Roundtable (ILR) Foreign Service Institute Level 3 Spanish Linguistic capability or equivalent.

  • Experience leading and implementing large scale projects

  • Project Management Institute (PMI) Project Management Professional (PMP) certification

  • Information Technology Infrastructure Library (ITIL) certification

  • Project Management experience in an Agile Software Development environment, including methodologies related to software lifecycle management

  • Technically competent with Microsoft Project

  • Experience with requirements tools and tracking (e.g. JIRA)

  • Experience leading multiple teams consisting of project managers, technical leads, and business analysts to execute tasks with independent release schedules

  • Experience conducting daily scrum stand-up meetings, facilitating Sprint planning meetings and coordinating Sprint reviews, retrospectives, and burn-down charts

  • Experience defining all project activities and milestones required to meet objectives and deliverables, properly sequencing tasks and estimating effort with project team members doing the work, determining the critical path, and leveling the project schedule

  • Experience monitoring program execution to identify obstacles and deviations from plan and taking corrective action as needed

  • Experience conducting continuous risk assessment and management including developing measures to reduce risk in program execution

  • Experience developing metrics and reports for tracking program execution

  • Experience with contract management, budgeting, and resource allocation, including management of subcontractor personnel

  • Proficient in development of plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues

  • Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation

To qualify, you must meet these basic qualifications:


  • ITIL v3

  • Interagency Language Roundtable (ILR) Foreign Service Institute Level 3 Spanish Linguistic capability or equivalent.

  • Eight (8) or more years of relevant experience in an Enterprise IT environment
