We are seeking a senior-level training subject matter expert consultant to join a team in support of the Department of Homeland Security’s Office of Cyber Security and Communications (CS&C) Workforce Operations Office. CS&C’s Workforce Operations Office works with Senior Leadership, Hiring Mangers and staff to proactively plan, recruit, develop, and retain the best workforce possible within the Office of Cybersecurity and Communications. This high-profile individual contributor position will serve as the point person with senior leaders in DHS CS&C to stand up and operate an organization-wide training program that supports professional development of the CS&C workforce. Personal initiative and ability to work with little oversight is central to this position. Must have knowledge and experience in the federal arena, Cyber or IT environment .
US Citizenship is required. Must have an active Secret or Top secret clearance.
The ideal candidate has experience with various training methods, including on-the-job coaching, mentorship programs and e-learning. Experience with different projects, like management training and soft-skills development, is also essential. Specific activities include:
Coordinate with senior managers in CS&C to identify training needs
Conduct organization-wide training needs assessment and identify skills or knowledge gaps that need to be addressed.
Develop programs and practices to identify developmental needs. Map out annual training plans for management and cybersecurity career tracks
Design and develop training programs (outsourced and/or in-house)
Select appropriate training methods or activities (e.g. simulations, mentoring, on-the-job training, professional development classes)
Market available training to employees and provide necessary information about sessions
Keep abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques.
May evaluate and/or oversee contractors or vendors to develop and/or administer training programs.
May be responsible for development of e-learning programs.
Design, prepare and order educational aids and materials
Assess instructional effectiveness and determine the impact of training on employee skills and KPIs
Gather feedback from trainers and trainees after each educational session
Partner with internal stakeholders and liaise with experts regarding instructional design
Maintain updated curriculum database and training records
Research and recommend new training methods
Work well in an integrated contractor/federal team environment
DESIRED QUALIFICATIONS: BA or equivalent + 15 yrs related experience, or MA + 13 yrs related experience
