Job Description:

We are seeking a senior-level workforce planning and analysis expert to join a team in support of the Department of Homeland Security’s Office of Cyber Security and Communications (CS&C) Workforce Operations Office. CS&C’s Workforce Operations Office works with Senior Leadership, Hiring Mangers and staff to proactively plan, recruit, develop, and retain the best workforce possible within the Office of Cybersecurity and Communications. This high-profile individual contributor position will serve as the point person with senior leaders in DHS CS&C to manage organization-wide workforce planning efforts. Personal initiative and ability to work with little oversight is central to this position.

US Citizenship is required. Must have at least an interim Secret to be considered.

Specific activities include:

  • Utilize a mastery of scientific research practices, principles, and methodology in workforce development to optimize the structure of CS&C’s billets, grades, supervisory chains, career paths, etc.

  • Implement best of breed concepts, principles, and practices of the social sciences in designing workforce development programs with a national reach.

  • Extend and refine existing techniques to develop new approaches to workforce analysis.

  • Apply new analytical developments, methodologies, and research findings to workforce analysis

  • Engage in workforce research and development; policy and legislative analysis; evaluation; or occupational assessment and analysis for the purpose of furthering the development of workforce resources

  • Analyze existing business processes—through

  • Engage effectively with decision makers and their immediate staffs

  • Interact with other specialists and experts in the same or related fields

  • Conduct probing, innovative analyses involving complex variables which significantly impact the effective development, interpretation, or implementation of workforce programs development and evaluation

  • Relate complex variables of workforce research and workforce programs development and evaluation to specific public policy issues in an effective and cogent manner

  • Effectively express ideas orally and in writing, using appropriate language, and organizing ideas and facts in an objective manner

  • Effectively prepare and present technical material and complex issues to both specialists and non-specialists.

  • Ability to work well in an integrated contractor/federal team environment.

  • Formal, verifiable training and experience in workforce analysis, design and/or planning is strongly desired.

  • Familiarity or experience in SPP-based environments and technology a plus, as it may be a desired future direction for the client.

DESIRED QUALIFICATIONS: BA or equivalent + 20 yrs related experience, or MA + 15 yrs related experience
