Position Description

The MDM Solutions Architect (SA) will work on a Centers for Medicare and Medicaid Services (CMS) Master Data Management (MDM) system. As a member of the Architecture team, the SA will develop and promulgate strategic designs for MDM improvements, including new platforms, technologies, and tools for both on-premises, and cloud-based solutions. This will include hands-on work developing proofs of concept to demonstrate new design paradigms. The SA will also participate in development sprints, and work with the operations team to troubleshoot architectural problems.

Roles and Responsibilities

Works closely with the customer, users and the project team to understand, and/or inform the strategic vision for MDM enhancements

Participates in strategic planning for system improvements, evaluates new platforms, technologies, and tools, and prepares Decision Analysis Resolution reports (DARs) to support complex decisions

Develops architectural road-maps to fulfill the customer vision/direction for MDM

Prepares high-quality design documentation, including, but not limited to, visual diagrams, processing flows; descriptions, workflows

Works hand-in-hand with the requirements, development, testing, operations and infrastructure teams to provide well-documented detailed designs

Prepares high-quality external presentations, presents design to technical leads, management, and external stakeholders

Takes a proactive approach in identifying system improvements for the existing processing and data flows, services, and system integration patterns

Required Qualifications

  • Bachelor's degree in related field, plus 14 or more years of related experience

  • 7 or more years of experience as a Solution Architect on a multi-tiered, distributed system. Experience must cover database design and development, data integration, and data publishing; including performance optimization, monitoring and tuning

  • Expert-level technical understanding of master data management, data ingestion, identity resolution, record consolidation and data publishing

  • Advanced-level understanding of data integration and data quality enhancement solutions, including data mapping, harmonization and cleansing solutions, and data extraction, transformation, and loading (ETL) work flows)

  • Ability to analyze and/or define detailed data flows of the system, with the emphasis on data ingestion, validations, error handling, data integration, storage, dissemination and publishing

  • Advanced-level knowledge of cloud environments, e.g. Amazon AWS and/or IBM Bluemix

  • Advanced-level knowledge of WebSphere Application Server or other application servers on Linux

  • 5 years of experience in data exchange and system integration solutions, including JMS/MQ, Web Services, RESTful Services, EFT/FTP

  • 3 years of experience working with an enterprise DBMS such as Oracle or DB2

  • 2 years of experience working with JMS/MQ or other messaging technologies

  • 2 years of experience with data integration solutions (e.g. Informatica PowerCenter, IBM Data Stage, TALEND, or other COTS products)

Preferred Qualifications

  • Bachelor's degree in systems engineering or computer science

  • 2 years of experience working with DB2 on z/OS and/or DB2 on LUW

  • 2 years of experience designing and implementing Micro-services using open source tools

  • 2 years of experience utilizing Identity Resolution products such as Reltio or InfoSphere

  • 2 years of experience of working with the Medicare and/or Medicaid business and data
