The New York State of Health (NYSoH) project is a joint effort between the Centers for Medicare and Medicaid Services (CMS), New York Department of Health (DOH) and General Dynamics Information Technology to design, develop, and deliver an operationally ready software and data system to provide State consumers with the benefits and services of the Affordable Care Act (ACA) through an Internet-based portal. The New York State of Health (NYSoH) was deployed on October 1, 2013. The Exchange determines eligibility for subsidies and programs; educates consumers on programs and eligibility; provides an online storefront to evaluate, compare, and select health coverage; facilitates the enrollment process; and provides assistance for purchasers to use in evaluating options and choosing coverage.
The NYSOH Resource Management Lead will:
Direct and guide the activities of a team responsible for sourcing, identifying and hiring skilled labor to meet the NYSOH organizational needs and requirements.
Coordinate with corporate Talent Acquisition Recruiters and other Human Resource Business Partners
Works with project leadership to identify current and future technical and business resources needed and create workforce strategy in alignment with business plan requirements.
Develops and implements procedures and practices within the corporate policies to effectively balance resource utilization with planning targets, skills allocation, staff qualifications, actual utilization and staffing levels.
Work with functional leadership to develop job requisitions describing duties, responsibilities and skills of positions and obtain business approvals to hire individuals to fill job openings.
Coordinate with Contracts and Subcontract Administration organizations to acquire vendor (subcontracted) resources.
Lead efforts for On-board and Off-boarding (corporate and program) resources
Prepare staffing related contract deliverables and correspondence; examples include Bi-Weekly Staffing, Staff Management Plan, Key Staff assignments, change in contract billing labor category, request for waiver and provide resume and qualifications worksheet as appropriate
Selects, develops, and evaluates personnel to ensure the efficient operation of the resource management function.
Produces easily retrievable records for audit purposes
BA/BS or equivalent + 10 yrs related experience, or MA + 8 yrs resource management and staffing experience
Minimum of three years staffing in an Information Technology environment
Minimum of two years’ experience with Immigration staffing including H-1B Transfer, H-1B Extensions, Green Card Sponsorship, Green Card Recruitment, Homeland Security Audits, End Client Letters, RFE -- Request for Evidence, and Background Checks
Ability to act independently and interact with all levels of project leadership
Human resources experience including responding to EEO charges, Workers Compensation, Health and Safety issues, and OSHA 100 Reporting
Recruiting and staffing experience in a healthcare environment
