Program Summary:

For over 30 years, we've supported the New York State Department of Health with reliable, secure systems that support Medicaid claims processing and prevent Medicaid fraud. The NY State of Health web-based application, established under the Affordable Care Act (ACA), allows New Yorkers to check their eligibility for benefits, shop for, and enroll in healthcare plans.

As Lead Application Architect, you will:

  • Be involved in organizing the team around the architecture and will actively contribute to planning activities, show confidence in setting direction for technical team members, act as a mentor and coach to the members of their team, and help in hiring and training of key technical resources of the team.

  • Create and maintain the Architectural Roadmap

  • Be focused on the delivery of tangible results and must act as the driving force for the project from a technical perspective.

Your role is responsible for designing the overall framework to support the transformation of a mission-critical Health Insurance Exchange website. The transition will be to a J2EE multi-tiered SOA based architecture. Key components of the design will include an isolated presentation layer, business logic comprised of a rules engine and web services, and the data tier. The system will support high volume OLTP and must comply with stringent security standards required to safeguard PHI, PII, and IRS data.


Bachelor's degree and 12 or more years of application architecture experience combined with at least 8 years of product development and web development on J2EE platforms.

Preferred Qualifications:

  • Experience with SOA standards, including SOAP, REST, WSDL, XML, XSD, XSLT, UDDI, and WSI.

  • Database design, development, normalization and use of Structured Query Language (SQL).

  • Experience designing, developing and implementing high-availability, high volume online transaction processing (OLTP) applications using JAVA/ J2EE App Server (WebSphere), Linux, REST/ JSON Web API(s), DB2 (or other Relational Databases).

  • Experience with State Health Information Exchange portals, Medicaid Enrollment & Eligibility rules, Affordable Care Act (ACA), and Health Information Privacy Act (HIPAA).
