New York State of Health (NYSOH) Marketplace is a one stop shop for New Yorkers to find affordable low-cost health insurance. Seeking a Senior System Analyst to join the NYSOH Operations team that is responsible for running and maintaining a multi-tier system that provides coverage to approximately 4 million consumers in NY. This position does not include any hands on coding.
Develops and configures systems specifications that address business requirements, processes, and that fit within architecture standards. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Evaluates interface between hardware and software, operational requirements, and characteristics of overall system. Establishes and documents system parameters and formats, ensures hardware and software systems compatibility, and coordinates and/or modifies system parameters in terms of existing and projected computer capacity and capabilities. Revises existing systems and tests functionality of the system to correct deficiencies and maintain more effective data handling, data integrity, conversion, input/output requirements, and storage. May document testing and maintenance of system updates, modifications, and configurations. May act as a liaison with other business functions.
Administer a wide variety of operational functions in a 24/7/365 high availability client environment. Primary responsibility will be production support including scheduling monitoring, troubleshooting, and triage.
Manage competing priorities in a complex and challenging environment

Validate batch processes
Generate and Validate operational reporting
Triage of operational incidents
Automate operational processes
Work with development and other peer organizations to ensure tasks are clearly defined and deadlines are met
Collect and review log and system data for operational analysis
Develop and maintain appropriate system documentation
Assist in resolving production support problems. Develop and suggest alternative approaches to resolving problems.
Improve and develop appropriate monitoring and alerting processes
Execute SQL queries for data analysis
Bachelor's degree in computer science, management information systems, or related technical field preferred
Five (5) or more years of ‘hands-on’ technical operations experience in a high volume, mission critical environment.
Minimum of 2 years of Relational Database experience
Experience with Java programming
Understanding of the family of Middleware Infrastructure including WebSphere Application Server, WebSphere Portal Server, WebSphere Process Server, WebSphere MQ, or related technologies.
Familiarity with Service Oriented Architecture (SOA)
Analytical approach to problem solving complex problems.
Willingness to provide ‘off-hour’ support coverage as necessary
Strong written and verbal communication skills
Ability to interact with team and client’s staff and remain calm under pressure.
Thrives working independently in a less structured environment.
DESIRED QUALIFICATIONS: BS or equivalent + 5 yrs related experience, or MS + 3 yrs related experience
