Then GDIT is looking for you to fill an essential program analyst role supporting one of our cybersecurity programs.

Our Senior Cybersecurity Program Management Analyst will work customer and program leadership to organize and execute key projects, resources, and outputs. They will support the development of strategic plans, tactical efforts, and program progress. They will have purview over several program areas with a key focus on identifying areas for improvement in both effectiveness and efficiency. As our senior cybersecurity program management analyst, the successful candidate will create executive-level, strategic communications including white papers, memorandums, concepts of operations, issue papers, talking points, annual reports, and briefings.

The successful individual will be outgoing and highly organized. They will be able to work independently to develop or refine process flows, anticipate client and program needs, and to train team leaders to execute established processes. They will be committed to ensuring the quality of all work products and deliverable items, ensuring they meet their intended purpose.

The ideal candidate will have a wide array of experience in IT, cybersecurity, policy development, and leadership. They will have a strong background in communications, project control, accounting, and customer relationship building.

Daily Responsibilities

  • Organizes and maintains executive-level functions, activities, workflow, official communications and records.

  • Monitors various work products and contract deliverables to ensure they achieve intended purpose.

  • Develops strategies for increasing efficiency and focus of the Department of State’s mission-critical cybersecurity programs

  • Researches federal and industry guidance on cyber and information technology (IT) security, and ensures applicable laws, standards and best practices are communicated to the customer and incorporated effectively into cybersecurity programs

  • Creates executive-level, strategic communications including white papers, memorandums, concepts of operations, issue papers, talking points, annual reports, and briefings

  • Coordinates responses to requests from oversight and legal authorities

  • Provides detailed policy analysis, utilizing expert understanding of National Institute of Standards and Technology (NIST), Federal Information Security Modernization Act (FISMA), Committee on National Security Systems (CNSS), Office of Management and Budget (OMB), among other national guidance

  • Serves as a key trusted advisor and provides expert advice and consultation to executive leadership

  • Anticipates client and contract needs, assesses program issues, and develops resolutions to meet productivity, quality, resource, and client-satisfaction goals and objectives

  • Works with consulting leadership to identify current and future technical and business resources needed and creates short and long-term solutions in alignment with strategic, organizational objectives

  • Performs program outreach, liaison, coordination, and public relations activities with key stakeholders, executives, and external partners

  • Writes or consolidates official reports, correspondence, forms, charts, and drafts in which format and terms are complex and do not follow a standard pattern

  • Compiles, checks, and interprets data; prepares a variety of general reports, which may be relatively technical in nature. Proofreads records, forms, letters, and other documentation for typographical and other mistakes

  • Compiles, catalogs, and maintains information on materials and documents. Interfaces with requesters and directs them to location of specific items

Required Qualifications:

Candidates must possess an active secret security clearance.

  • Bachelor's Degree or equivalent years of experience in relevant field

  • Minimum six (6) years of experience (4 years with Master’s level or higher degree) in executive program analysis and direct support.

  • Experience developing executive communications, including email, presentations, and official memoranda

  • Ability to research, analyze, interpret, and resolve complex issues, policies, operating procedures, and processes in a dynamic and rapidly evolving cybersecurity field

  • Strong understanding of national cybersecurity guidelines and regulations including FISMA, NIST, and CNSS

  • Superior customer service and interpersonal skills to effectively relate to agency and customer needs; ability to build working relationships and coordinate activities with leaders and key stakeholders

  • Proven ability to provide advice and guidance, prepare reports and briefings, defend recommendations, interpret policies, promote information-sharing, and represent the directorate's interests

  • Demonstrated ability to carry out major tasks and initiatives in support of executive-level client needs

  • Driven, energetic, team player with superior oral and written communication skills

  • Demonstrated experience organizing official records, policy reviews, and correspondence for transition between the periodic transition of executive leadership.

  • Demonstrated experience in a customer service field, especially dealing with customers through challenging situations to win-win based outcomes.

  • Strong logical/critical thinking abilities, especially analyzing existing database layouts, application architectures, schemas and developing a good understanding of the application model.

  • Experience developing Standard Operating Procedures (SOPs), job aids, and hands-on training materials.

  • Driven, energetic, team player with superior oral and written communication skills

Desired Qualifications:

  • Master’s Degree or higher in a relevant field.

  • Experience with policy development and clearance.

  • Expertise in process automation using Microsoft Office 365 and SharePoint technologies

  • Experience in preparing and delivering presentations to senior executive staff.

  • Experience providing technical training.
