Job Description:

GDIT is currently looking for a Energy Savings Performance SME. The Energy Savings Performance Contract (ESPC) ENABLE is designed to permit a standardized and streamlined procurement process for small federal projects to install energy conservation measures (ECMs) in six months or less. The Energy Savings Performance SME shall assist Oak Ridge National Laboratory (ORNL) in supporting FEMP by providing subject matter expertise related to contracting of Energy Savings Performance Contracts under the DOE ENABLE ESPC program.

Qualifications and Experience .

  • Master’s degree (or equivalent) in field relevant to program to be supported with at least 10 years' technical experience and at least 10 years' management experience.

  • Demonstrated experience supporting executive leadership of public or private sector entities.

  • Demonstrated experience with ESPC and Government Contracting

  • Demonstrated knowledge of the ENABLE program

  • Demonstrated knowledge of ESPC contracting and programs from Acquisition Planning stage to Post-Acceptance stage

Summary of Essential Duties and Responsibilities .

  • Responsible for all work performed under the task order agreement.

  • Manages complex, multi-disciplinary, multi-site program to ensure that objectives are accomplished in the most efficient manner.

  • Manages and prioritizes/allocates resources for simultaneous activities or projects.

  • Provides technical reviews of plans and products as needed.

  • Provides authoritative technical expertise and advice on complex problems.

  • Provides independent evaluation of information in complex and dynamic situations.

  • Ensures adherence to schedules and budgets.

  • Effective and timely customer communication to determine customer's current requirements, anticipate future requirements, and advise on program approaches and concepts as appropriate.
