Job Description:

The GDIT team supporting the Administrative Office of the US Courts (AO) Case Management System Office (CMSO) develops integrated solutions using the Agile/SAFe Framework. We focus on software development and project management within AO to deliver systems for both the Case Management Electronic Filing Portfolio and Probation and Pretrial Portfolio. These systems provide Service Officers, judges, and other stakeholders the automated functionality to perform the administration of justice and court services to United States Courts across the nation. We are 120 individuals organized into 14 subteams.

The Agile Project Manager for the Decision Support Services (DSS) Team will execute the following responsibilities:

  • Lead a development team in current agile maturity and processes toward continuous improvement and quality

  • Work closely with the program’s Task Order Manager and Release Train Engineers to define the goal-state of maturity for the team, facilitate the developments improvement roadmap to achieve the goal-state

  • Own and drive execution of the team delivery and roadmap

  • Lead team to develop and manage process maturity models, process standards, and process-related deliverables

  • Serve as scrummaster and model servent leadership and collaborative problem solving to the team

  • Ensure quality standards and project deliverables

  • Interface with government executives and external stakeholders

  • Oversee a team as they plan, track and execute plans, development and testing from start to completion

  • Ensure the timely completion of specific, defined multi-discipline technical program or project of large complexity and scope

  • Report on progress, issues and risks

Required Qualifications, Experience, Skills, and Certifications:

  • Bachelor’s Degree (Masters preferred) plus at least 5 years professional experience

  • Certified Scrum Master (CSM) certification

  • Experience managing Agile projects as both a Scrum master and a Project Manager

  • Knowledge of Agile, iterative software development

  • Experience working with other Agile project teams and resolving cross-team dependencies with requirements that span multiple project teams

  • Experience with client-facing interactions including discussing , capturing, and prioritizing business needs

  • Strong technical background to ensure ability to work with Solution Architecture and Development staff to decompose business needs into Epics and Stories for the Scrum Teams

  • Experience developing and managing process maturity models, process standards, and process-related deliverables

  • Experience leading the analysis of current processes to identify areas of improvement and efficiency.

  • Experience managin projects of various sizes (in terms of team size and complexity)

  • Experience managing a project’s transition from traditional software development methodologies (for example, waterfall) to Agile

  • Experience managing complex, technical projects in a fast paced environment

  • Experience developing and managing changes to project schedule plans for software development in multiple parallel releases, and sustainability of system

  • High responsiveness to business owners and other stakeholders

  • A positive attitude to drive individual and team performance and continuously improve processes

  • Experience managing Business Intelligence Tools, SAP products, and Data products

  • Experience with Agile tools such as JIRA, JIRA Agile, and development process tools such as Configuration Management (Git), Continuous Integration (Bamboo)
