CSRA has an opportunity for a dynamic and collaborative leader to join our team supporting a Federal customer in developing new, and maintaining existing, software systems in an agile environment. The position is located in Washington, DC. CSRA provides full software development lifecycle expertise for a variety of applications supporting a complex case management process that supports many thousands of users in a highly-visible public-facing set of applications. Our services include program and project management, business requirements analysis, solutions architecture, software engineering, COTS/GOTS support and the development of new solutions as needed. As part of the program, CSRA supports the agency as it transitions all application development to Agile and Development/Operations (DevOps) methodologies leading to the implementation of the Scaled Agile Framework® (SAFe®).
This role is for the overall Task Lead of a 120 person program. The successful candidate will be an experience Project/Program Manager with a long track record of successful custom software delivery. The PM/Task Lead is responsible for supervising all personnel, managing senior-level customer relationships, and overseeing delivery driving process and quality improvement. The successful candidate will be a change agent, not content with the status quo. Additionally, the PM/Task Lead must be an expert in SAFe Agile delivery and able to implement best practices from past experiences. Outstanding written and verbal communication skills are absolutely essential in this role. The role requires the ability to successfully juggle priorities in a fast-paced environment with multiple concurrent work streams. Lead all aspects of a 120 person software delivery project
Manage senior-level customer relationships
Oversee the performance of all teams and drive for quality and process improvements
Work with the customer to set strategic direction, build an execution plan and execute against that plan
Manage project risks and issues. Drive resolution of most risks and issues
Resolve conflicts as they arise
Recommend process improvements
Supervise staff, including hiring, termination, performance management, issues resolution, etc.
Oversee deliverables and overall project schedule
Gather metrics and reports status to Management
Drive enterprise program management improvement and standardization activities
Work with the architecture team to drive technical innovation
Lead communication with customers, staff, contractors, and management
Deep understanding of Agile processes and SAFe with at least four years of experience managing in an Agile (ideally SAFe environment). Prior experience as a scrum master is a big plus.
Extensive understanding of modern software development architecture (n-tier, SOA, DevOps, etc.) Prior experience as a developer and/or business analyst is a plus
Experience using Agile Tools such as JIRA, Rally, or VersionOne
Experience supervising a large team (at least 50 personnel) in an agile environment
Demonstrated leadership in process improvement and innovation
Outstanding written and verbal communication skills
Required Education: Bachelors Required; Masters Preferred
Years of Experience: At least 15 years of experience as Program or Project Manager in software development with at least four years direct experience in an Agile (ideally SAFe) environment
Project Management Professional (PMP) certification
Certified Scrum Master, SAFe Agilist, SAFe Practitioner (SP), or equivalent certification
