Job Description:

The Office of the Sergeant at Arms, Emergency Management Division (EMD) manages life safety and continuity programs for the U.S. House of Representatives (House). EMD seeks a qualified Continuity & Emergency Operations Analyst. The position provides emergency operations support, continuity development, planning, program/project management, and exercise support and advocates for the needs and requirements of the House. Collaboration with several key partners and stakeholders is essential to ensuring success.

Minimum Qualifications :

  • Must be a U.S. citizen or national

  • Subject to pre-employment drug test and background check

  • Ability to obtain a TOP SECRET clearance

  • BA or equivalent + 3 yrs related experience, or MA + 1 yr related experience

  • Knowledge of principles, concepts, and methods associated with the development of strategies and objectives of a continuity program

  • Strong knowledge of national policies, best practices, and operational planning in order to serve as a technical authority

  • Experience working in or supporting operation centers is preferred

  • High degree of analytical, judgement, and problem solving skills to work on short deadlines and resolve critical issues

  • Experience communicating with partners and/or senior officials (orally and in writing) to effectively foster working relationships

Planning

  • Support integration of operational plans with House organizations, Congressional agencies, and other Branches of Government for continuity programs.

  • Support development of Memoranda of Agreement/Understanding, decision papers, vital records, and other broad planning efforts. Support classified continuity programs.

  • Assist in the development of policies, plans, and procedures designed to ensure the continued operation of essential functions.

  • Provide direct support to the continuity program and on occasion, works independently in providing guidance, oversight, coordination, and control over continuity activities/projects/programs.

  • Collaborate with key partners and stakeholders, providing guidance for establishing essential functions and ensuring operations continue with minimal disruption during emergencies.

  • Review reports, documents, project trackers, event calendars, etc. and share information with applicable staff.

  • Attend meetings and provide notes/summaries as requested

Operations

  • Provide operational support during special events and contingency events, as necessary.

  • Support the development, documentation, and integration of operational plans and procedures.

  • Support with emergency response organization and operations.

  • Support the development and management of operational tools including communication equipment, audio visual systems, and Information Management capabilities.

  • Manage the collection and storage of sensitive information, to include accountability and contact information for Members and staff.

  • Support exercise development and execution, as needed.
